  • 飲水機除2台壓縮機損壞送修,其餘已完成修復,目前飲用水供應正常。

貳、重點工作進度

一、規劃辦理行政大樓空調設備委託服務及採購事宜。預計於113年5月完成規劃並據以辦理發包作業,預計工期約2-3個月。

二、持續辦理廢棄物清運。

三、教學行政區(不含圖書館理二)之輕鋼架及天花板招標修復工作。

四、災後化學廢棄物委外清理工作。

五、藝術學院供電:地下室機房高壓電設備因地震淹水,已聯繫花蓮數家高壓電檢測公司,均表示最快須17日才能至校檢測,目前持續以除溼機及風扇將供電設備上之水份蒸發,待檢測後始能進行修復。

六、理工一館ABC棟復原規劃:

(一)電力工程部分:因D棟與A、B、C棟供電以串聯方式,斷開D棟電源則會導致A、B、C棟無法供電,目前由機電技師重新規劃設計迴路中並提出改善方案,以每棟更改為獨立迴路為目標,屆時再行辦理緊急採購更改迴路,更改時程預估至少需3個月以上。

(二)結構部份:

  1. 建築物部分:包含牆面破裂、門扇變形及空調冷卻水管爆管等問題,因受損處較多,修復時間預估需5個月以上,目前已交由建築師規劃,屆時將以統包方式進行發包修復
  2. 理工一館經花蓮縣建築師公會及國震中心會勘後,均表示本次地震未損害主要結構,僅磚牆開裂及粉刷層剝落,修補即可;為慎重起見,總務處已另委託結構技師進行耐震評估,將於本周三(17日)會勘,耐震初評報告至少需2週時間出具。

七、理工二館及圖資大樓:

(一)天花板:

  1. 已與廠商會勘並由廠商確認損壞位置,因有室內裝修材料需與原材料一致問題,需待廠商統計所數量並訂購材料,屆時將統一換新,另針對大教室大規模掉落部分,責請建築師評估設計減震帶及抗震骨架,或其他工法施作,理工二館部分數量預計本周完成統計。
  2. 另圖書館天花板面積過大,為避免再有大範圍掉落情形,將建築師設計減震帶及抗震骨架。

(二)理工二館部份空間供電:本校開口合約廠商表示因材料進貨問題,預估需半年時間;因復原期過長影響使用,故已於4月15日另洽台北廠商儘速到校評估其他修復方案。

八、擷雲莊水塔修復作業:暫修復供水管1支,廠商已完成管線外管重新配管規劃及報價,將於近日進場施作。

九、涵一、涵二宿舍整修工程:

(一)因地震造成系統衛浴錯位而致管線破裂,且須拆除隔間進行查修,需耗費相當時間,為利施工作業,需撤除住宿人員進行搶修,預計全力於今年9月開學前搶修完一棟,再針對另一棟進行搶修,並於113學年下學期前搶修完成所有宿舍。

(二)天花板及廁所搶修部分,已委託廠商進行管線查報確認,預計於本周五(19日)下班前完成所有房間查報(300間),屆時將辦理災害搶修採購。

十、新建化學館:理工學院盤點空間需求中,同步進行專案管理及工程發包作業。

  • Cooperative vendors from the Environmental Resources Center at National Cheng Kung University have come to assess the post-disaster chemical waste cleanup process and costs in our laboratories. The assessment has been completed, and arrangements will be made for the cleanup and disposal at a later date.

  • Completed the cleaning of all public spaces in the administrative and teaching buildings.
  • Except for two damaged water dispensers which had been sent for repair. The rest had been repaired and the supply of drinking water is now back to normal.

  1. Summary Working Progress

Planned to arranged for the commissioning and procurement of air conditioning equipment services for the administrative building. It is expected to complete the planning by May of 2024 and proceed with the tendering process. The estimated duration for the project is around 2-3 months.

  1. Continuing waste disposal operations.

  1. Tendering for the repair of light steel frames and ceilings in the teaching administrative area (excluding Library & Engineering Building II).

  1. Outsourcing of post-disaster chemical waste cleanup worked.

  1. Power Supply for the College of Arts: Currently, we continue to used dehumidifiers and fans to evaporate moisture on the electrical equipment. We have contacted several high-voltage electrical testing companies in Hualien multiple times on April 12th and 15th. The fastest one indicated that they would only be able to come to the school for testing on the 17th to check if the electrical equipment has been damaged by water. Follow-up actions will continue.

  1. Restoration Plan for Engineering Building 1 ABC side
  1. Electrical Engineering: Since side D is connected in series with side A, B, and C for power supply, disconnecting the power supply of side D will cause side A, B, and C to lose power. Currently, the mechanical and electrical technicians are redesigning the circuits and proposing improvement plans to change each building to an independent circuit. It is estimated that emergency procurement and circuit alteration will take at least 3 months.
  2. Structural:
    • Building: Including problems such as cracked walls, deformed door leaves, and burst cooling water pipes of air conditioners. Due to the numerous damaged areas, the repair time is estimated to be more than 5 months. It has been entrusted to an architect for planning, and it will be bundled for bidding and repair.
    • After the Hualien County Architect Association and National Center for Research on Earthquake Engineering conducted inspections, they stated that the main structure of the Engineering Building 1 was not damaged in this earthquake, only cracked brick walls and peeling paint layers, which can be repaired. As a precaution, the General Affairs Office has commissioned a structural engineer to conduct seismic assessments. The initial seismic assessment report will take at least 2 weeks to be issued after the inspection on Wednesday (the 17th).

  1. Engineering Building II and The Library:
  1. Celling:
  • The damaged locations have been inspected with the manufacturer and confirmed. Due to the need for interior decoration materials to match the original materials, the manufacturer needs to tally the quantities and order materials, which will be uniformly replaced later. For the large-scale dropping in the classrooms, the architect is responsible for designing seismic belts and seismic frames, or other construction methods. The quantity of the ceilings needed in the Engineering Building II is expected to be tallied this week.
  • The library's ceiling area is too large, to avoid large-scale falling again, the architect will design seismic belts and seismic frames.
  1. Power supply for some places in the Engineering Building II: The contract manufacturer of the school stated that due to material procurement issues, it is estimated to take half a year. Due to the long restoration period affecting usage, another Taipei manufacturer was contacted on April 15th to assess other repair options.

  1. Repair Progress of Dormitory I's Water Tower: One water supply pipe has been temporarily repaired. The manufacturer has completed the planning and quotation for the re-piping of the external pipes, and will start the work in a few days.

  1. Renovation Project of Dormitory 3 (Male / Female)
  1. Due to the displacement of the system bathroom caused by the earthquake, the pipelines have cracked, and repairing them will take considerable time. It is feared that it may be necessary to demolish partitions for repair. To facilitate construction operations, it is necessary to evacuate residents for urgent repairs. It is expected to make every effort to complete the repairs of one building by September of this year, and then proceed to repair the other building, and complete all dormitory repairs before the second semester of 113.

(b) For the urgent repair of ceilings and toilets, the manufacturer has been commissioned to conduct pipeline inspections and confirmations, and it is expected to complete all room inspections (300 rooms) by the end of work on Friday (the 19th), and then proceed with disaster urgent repair procurement.

  1. New Chemistry Building: While checking of space requirements of the College of Science and Engineering, project management and engineering bidding operations are being carried out simultaneously.
